Policymakers come together to strengthen cluster development across the island of Ireland
Policymakers from across the island of Ireland gathered at the Ballymascanlon Hotel, Dundalk on 16 September 2026 for a dedicated Cluster Policy Training Workshop delivered under the Shared Island Enterprise Scheme's Clusters and Networks Initiative.
Hosted by InterTradeIreland in partnership with Enterprise Ireland and Invest Northern Ireland, the workshop brought together policymakers from both jurisdictions to strengthen understanding of clusters and explore the role of public policy in supporting their development.
Facilitated by cluster expert Dr John Hobbs of Munster Technological University, the training provided attendees with a practical introduction to clusters, how they operate, and the contribution they make to economic development, innovation and competitiveness.
Drawing on international experience and real-world examples, the workshop explored the key ingredients of successful cluster development and examined how public policy can create the conditions for clusters to thrive. Attendees also considered how governments can support collaboration between businesses, research organisations and other ecosystem partners to drive innovation and sustainable economic growth.
Throughout the day, attendees explored the challenges and opportunities associated with cluster policy development, discussed approaches being adopted internationally, and considered how these lessons could be applied within the all-island context.
The workshop also provided a valuable opportunity for policymakers to connect with peers, exchange experiences and discuss common priorities for strengthening cluster development across the island of Ireland. Attendees gained practical insights to support future policy development and programme design.
The Cluster Policy Training Workshop forms part of the wider Shared Island Clusters and Networks Initiative, which is supporting the development of stronger cluster ecosystems, enhanced collaboration and increased knowledge exchange across the island.
What’s next?
Building on the momentum generated through the training programme, the next major event under the initiative will be the Shared Island Cluster Leadership Conference, taking place on 2-3 February 2027.
The conference will bring together cluster managers, cluster organisations, policymakers, economic development agencies and leading European experts to explore international best practice, strengthen professional networks and support the continued development of cluster ecosystems across the island of Ireland. Through expert-led discussions, interactive sessions and practical case studies, attendees will have the opportunity to gain new insights, exchange experiences and identify approaches that can help accelerate collaboration, innovation and economic growth.
The Shared Island Clusters and Networks Initiative is delivered by InterTradeIreland, in partnership with Invest Northern Ireland and Enterprise Ireland, as part of the Shared Island Enterprise Scheme funded by the Government of Ireland's Shared Island Fund.
