Environmental Requirements in public procurement - Increasing weights and scores

The Office of Government Procurement (OGP) in Ireland is leading the way on the issue of Green Public Procurement – driven by Government’s ‘Green Tenders: Action Plan for Green Public Procurement’, and the Climate Action Plan 2019.

The OGP is actively working to:

  • Include green criteria in all public procurement events between 2021 and 2023, and
  • Update all procurement frameworks in line with green procurement practice by 2023.

Specific green procurement criteria are being developed across sub-sectors of Public Procurement e.g. construction, energy, food, ICT, transport and they are no longer pass/fail. Environmental requirements are now being scored, and are increasingly based on very specific requirements in relation to:

  • Sustainability,
  • Biodiversity strategy and actions, and
  • Measures and timelines to achieve carbon neutrality.

Tenderers will be required to detail specific actions that are being taken to improve environmental performance and to ensure that these environmental actions are measurable and deliver quantifiable improvements.
